Cherry-picked from apache#585 (f951042). Applied manually because the release-0.1 CI structure diverges from main. Combines both PR commits: - Ensure pip is installed in venv (build.sh: add ensurepip line) - Pin uv version to 0.11.0 (ci.yml + build.sh)
