[FLINK-14596][table] Update MapView and ListView interface to new type system

What is the purpose of the change

MapView and ListView are still using TypeInformation as constructor parameters. We should deprecate it and expose the new type system through constructor.

This also updates member fields of MapView and ListView as non-public,
because they are only for internal usage. Introduced DataViewAccessor to
access them.

Brief change log

• add new constructors for MapView and ListView which accepts DataType as parameters.
• deprecated the old constructors with javadoc.
• make the member fields of MapView and ListView as non-public and introduced DataViewAccessor to access them.
