What is the purpose of the change

Function DDL supports operations for both catalog and system functions. To better distinguish two
different types of operations, this PR rename original FunctionOperations to CatalogFunctionOperations.

Brief change log

• Rename {Alter/Create/Drop}FunctionOperations to {Alter/Create/Drop}CatalogFunctionOperations.

It is verified by existing function integration tests.
