Details

The Bot is tracking the review progress through labels. Labels are applied according to the order of the review items. For consensus, approval by a Flink committer of PMC member is required

In general, I'm +1 on merging this. We should also add a section that configures the email notifications, to avoid running into the same issues as with https://issues.apache.org/jira/browse/FLINK-17512
