[FLINK-19368][hive] TableEnvHiveConnectorITCase fails with Hive-3.x

What is the purpose of the change

Fix TableEnvHiveConnectorITCase for Hive-3.x.

Brief change log

• Set ACID transaction manager for 3.x -- it's required for the transaction table tests.
• Configures the standalone HMS to prepare ACID tables for the test.

Verifying this change

Manually verified tests for all hive versions.
