[FLINK-21012][format-avro] Replace lambda with anonymous class to prevent serialization issue

What is the purpose of the change

This is a backport of #15583 to release-1.12.

This replaces a lambda implementation with an explicit anonymous class as otherwise serialization issues can occur. See also FLINK-20147 or FLINK-18006 for similar issues / fixes.

Brief change log

• Replace lambda in AvroFileFormatFactory with anonymous class
