What is the purpose of the change

This pull request will fix the metadata in PyFlink requirements

Brief change log

  • Update the metadata of install_requirement in setup.py

Verifying this change

This change added tests and can be verified as follows:

  • Run the pkginfo -f requires_dist *.whl to test manually
