Cherry pick of commits from #21370

Brief change log

• Added missing "forwarded" columns for a couple of configs
• Synced non-chinese docs with chinese docs
• Added missing config for sink.fail-on-error in Table API docs

Verifying this change

This change is a trivial rework / code cleanup without any test coverage.
