[FLINK-38938][table] Restore of SQL job with CURRENT_TIMESTAMP fails with CodeGenException

What is the purpose of the change

The PR adds extra test cases however it doesn't provide fix (in master it is not a problem anymore after Calcite upgrade to 1.36), the actual fix is required only for 2.0 (see #27435) and 2.1 (see #27443)

Also it skips putting empty operand list into compiled plan
