What is the purpose of the change

Fix flaky test EventTimeWindowCheckpointingITCase.testPreAggregatedSlidingTimeWindow[FORST_INCREMENTAL] which fails with [NoResourceAvailableException] due to premature slot allocation timeout under CI load.

Brief change log

  • Added timeout configurations in createClusterConfig() to handle slow TaskManager registration:
    • SLOT_REQUEST_TIMEOUT: 5 minutes
    • STANDALONE_CLUSTER_STARTUP_PERIOD_TIME: 2 minutes
    • REQUIREMENTS_CHECK_DELAY: 30 seconds

Verifying this change

This change is already covered by existing tests:

  • Ran EventTimeWindowCheckpointingITCase#testPreAggregatedSlidingTimeWindow - all 6 state backend variants pass (MEM, FILE, ROCKSDB_FULL, ROCKSDB_INCREMENTAL, ROCKSDB_INCREMENTAL_ZK, FORST_INCREMENTAL)
