Looks good, though I didn't look at the generated HTML in a browser though I assume it will work just as well as the other generated documentation. (for better or worse)

What is the purpose of the change
With this PR the handlers defined in the
WebSubmissionExtension(for running jars, creating plans etc.) are now part of the REST API documentation.Brief change log
