[FLINK-11505] Remove invalid test JobManagerRegistrationTest

What is the purpose of the change

A TaskExecutor is now registered in ResourceManager and we have ResourceManagerTaskExecutorTest to cover it.

Brief change log

Delete JobManagerRegistrationTest.scala.

Verifying this change

This change is a trivial rework / code cleanup without any test coverage.
