[FLINK-12117][cassandra] Disable tests on Java 9

What is the purpose of the change

Disables cassandra tests when run on Java 9 since cassandra just doesn't support it.

Details

Changes look good to me. Cassandra seems to support the JDK 11 with version >= 4.0. Once we bump our connector dependency one might check whether the JDK 11 version runs on Java 9 or not.
