[docs] Remove / exclude _partial_config.mdx

Description

Currently PRs that compile every maven module may end up regenerating website/docs/_configs/_partial_config.mdx, this ends up making local cache very noisy with changes. We should remove the file (if it is meant to be regenerated every time) and git ignore it

Hi @leekeiabstraction, thanks for raising this! This is directly related to my PR #2588 . I attempted to git-ignore the file but the website CI build fails without it, Will address this with @wuchong's guidance during PR review.
