• I searched in the issues and found nothing similar.

Motivation

When using auto-partitioned tables with DAY time unit, partition cleanup is delayed by up to ~23 hours beyond the expected retention boundary. Expired partitions should be cleaned up based on the actual current time, regardless of the jitter delay. The random delay should only affect partition creation timing.
