[Scala] use Maven for build

With Maven, you get to reuse all the plugins that are used to customise the jars and the deployment (that are used in Java build). Maven has a Scala plugin.

I use sbt a lot. We are stuck with sbt in Apache Pekko but we are having to write a lot of sbt plugins - with more still required.

I think the pros and cons for Apache Fury favour using Maven instead.

Looks good to me, using maven can avoid to setup sbt and learn how to use sbt. And the fury scala build is not complex, maven scala plugin is more simple
