From 1.8.0 onward we are only releasing tgz, so we need to consume those
instead of zip archives.

I have mixed feelings about the assignment-then-reassign in the one true case, but I con't really think of anything better. The ternary def (archiveType, extractMethod) = useTgz ? ["tgz", "tarTree"] : ["zip", "zipTree"] doesn't really feel any better. Maybe. I dunno.

It's probably fine. I'm just being finicky.
