[Umbrella] Apache Gluten Graduation Tasks

Describe the proposal

The ASF board has approved a resolution to graduate Gluten into a full Top Level Project. Thanks to everyone for your help to get to this point.

To transition from the Apache Incubator to a new TLP, there are a few action items we need to do to complete the transition. These are identified by https://incubator.apache.org/guides/transferring.html#life_after_graduation.

• Update Incubator status records

  • Update the incubator status file (in svn)

    Updated in SVN revision 1932224: added graduation banner and news entry.
  • Update podling status page

  • Remove "Incubating" from source code
  • Remove DISCLAIMER from git repo
  • Update Release scripts and template
  • Update GitHub CI workflows
  • Update scripts under dev folder

• Websites

  • Remove incubating/podling related resources from the website
  • Update the process for becoming a committer or joining PMC
  • Update download page to remove incubating references

• Ecosystem

  • Remove Incubating from third party projects and documentation
