[VL] Switch to CentOS7 + GCC 13 image in CI

Velox doesn't support building with gcc 11.2, e.g., facebookincubator/velox#17207.

We had a vcpkg-centos-7-gcc13 image building job added in #10993 but it's currently not fully compatible with our CentOS 7 CI workflow. We'd fix the relevant issues and migrate to the gcc13 image.

Folks, FYI, CentOS 7 reached EOL in June 2024.

I recall that some customers in China are still using CentOS 7. What are your thoughts on this, @zhouyuan? Thanks.

FYI, CentOS 7 reached EOL in June 2024.

Aside of the existing CentOS 7 customers, CentOS 7 has glibc 2.17 that allows us to create compatible binaries for all glibc 2.17 Linux distributions. For example, Red Hat Enterprise Linux 7 has optional extended support (the ELS, Extended Life Cycle Support) until 2029:
