Correct the path to openssl source location. Change openssl install directory to allow arrow to resolve openssl. Include missing patch file for ppc46le support in arrow 18.

@Jenkins-J Gluten CI cannot validate this yet because the Power instance is not ready. Please make sure to test and confirm that it works in your Power environment before merging
