What happened?

HOP_DISABLE_CONSOLE_LOGGING not work for hop-config.json and env variable
it only work by setting system property

Add a new helper that does the following order:

1. hop-config (default / base)
   → values shipped with your app
2. Environment variables (System.getenv())
   → Docker, Kubernetes, CI/CD overrides
3. Java system properties (System.getProperties())
   → explicit runtime overrides (-Dkey=value)

now only applied to this variable need to discuss if we should just do this for all variables to allow better container management.
