Move suitable modules to hudi-platform-service

[hudi-bot]

We're having hudi-platform-service/hudi-table-service-manager and hudi-platform-service/hudi-metaserver and there can be other modules or classes fall under platform-service like utilities.

goals: 1) enable code reuse 2) better grouping and strengthening platform vision
