Revisit the configs in ParquetUtils.serializeRecordsToLogBlock

For serializing log records to Parquet log blocks, there are hardcoded config values for writing the records in parquet format (ParquetUtils.serializeRecordsToLogBlock).  We need to revisit this part of logic to see if they should be configurable.
