Automatically drop secondary index if record index is disabled or dropped

We already error out for SI if RLI is not present. But, it is not sufficient. Users running upsert after dropping RLI will run into that error. So, if user intends to delete RLI, then we should also delete SI as both are SI is dependent on RLI.
