[HUDI-8350] Reuse metadata filesystem view once initialized in metadata writer

Change Logs

Previously, metadata file system view was being initialized multiple times depending on whether record index and secondary index is enabled. Instead, we can just initialize once and reuse.

Impact

Minor optimization, slightly better memory utilization.
