Thanks. The modules weren't missing; just balance them by moving from longer job to shorter ones. CI seems to fail due to having non-java8 in the env, though it's configured java 8 for each job. Not sure what is the gap there with azure pipelines configs.

Reverted ubuntu version upgrade. just balance CI jobs.
