[MINOR] Make bootstrap operator invoke MDT's getAllPartitions method

Bootstrap operator use the old getAllFoldersWithPartitionMetaFile() method which do a file system list to get partitions, replace it with getAllPartitionPaths() to use MDT's partition statistic when MDT enabled.
