ci: add zizmor github workflow

Part of #15742

Now that we resolve all the issues reported by zizmor (#15788, #15790, #15796)
Lets add zizmor to CI so it will prevent future violations

.github/workflows/zizmor.yml definition is copied over from zizmor docs, https://docs.zizmor.sh/integrations/#via-zizmorcorezizmor-action

zizmor is also already allowlisted by ASF Infra (https://github.com/apache/infrastructure-actions/blob/cec9860cbb933158717d5820d4ee4a7baac8df2b/approved_patterns.yml#L282)
