Fix the high-level consumer to properly transition polling
strategy after the initial poll. Previously, only Offset
strategy triggered the update, causing Timestamp/First/Last
strategies to poll the same messages in a busy loop.
Besides that, fixed background producer (ported code from
#2456) added shutdown for task that is responsible
for storing background offsets and removed duplicated
code in wait_before_polling.
