Fix race condition in ClientSocket.AddNotificationHandler: SetHandler call was causing RemoveNotificationHandler call before ConcurrentDictionary.AddOrUpdate has finished, so AddOrUpdate added the handler back, causing the leak. (cherry picked from commit 69c5b51)
