New SecurityPermission is introduced: SYSTEM_VIEW_READ.
Authorization is added to view rows / row count accessors. Perfectly, column set information should be also covered, but this can break existing security-enabled installations: these accessors are used at node start time and new permission authorization may fail for nodes that are not aware of the permission.
