IGNITE-13582 WAL force rollover timeout introduced

This PR introduces new DataStorageConfiguration parameter walForceArchiveTimeout.
If this parameter set then Ignite will execute WAL segment rollover each walForceArchiveTimeout milliseconds.

This change required to successfully implement Ignite CDC feature
