[Bug][Tapd] Should keep empty value if issue has no assignee #3454

- I had searched in the issues and found no similar issues.
What happened
We got some assignee_id like tapd:TapdAccount:1: in issues table. I find these issues have no assignee now. It should keep empty value if so.
What you expected to happen
keep empty value for assignee_id field if there is no assignee for these issue.
