[Improve]Enable Dependabot - at least for Security issues

Description

Dependabot on my fork shows 46 CVEs related to outdated dependencies of Apache InLong.

Some of the issues are related to the UI (out of date NPMs)
Jars with CVEs include:

• Jetty
• Zookeeper
• Protobuf-Java
• Commons-IO
• spring-context / spring-web
• elasticsearch
