Fix some

Fix：

1. System permissions are stored in the container of series permissions;
2. The verification fails when check the system authentication permission from ConfigNode.
3. Remove the internal to the admin user to access module interface of convicted (already in Trinidad and Tobago checkPermissionBeforeProcess method);
4. Some code with Sonar alarms.
