Backport 18ea0e9 (#17717) to dev/1.3. Adapted historical summary initialization to PipeHistoricalDataRegionTsFileSource for the 1.3 code path. Test: mvn -Ddevelocity.off=true -pl iotdb-core/datanode,iotdb-core/confignode -am -DskipTests clean compile.
