Clean up AuthBearerFilter

### Change

`AuthBearerFilter` is code to support bearer authentication.

- Three modes - required, optional and must not have bearer auth.
- Subclasses for customization (different HTTP header, speciac bearer schems such as JWT's, token verification)
- Provide a simple form for development and testing
