Move "extras" maven modules to the top level. Remove `jena-extras`.

There are three maven modules in `jena-extras`:

* `jena-serviceenhancer`
* `jena-querybuilder`
* `jena-commonsrdf`

Maven artifact names and Java module names are not affected.
