Default values for "httpclient4.validate_after_inactivity" and "httpclient4.time_to_live" which are equal to each other makes validation useless

And related to #4259, analysis shows that JMeter default values for
"httpclient4.validate_after_inactivity" and "httpclient4.time_to_live" which are both equal are not correct as validation has no chance to run before connection is removed.
