[DISCUSS] Release Apache Maka 0.2.0 (incubating)

Hello Apache Maka community,

I would like to start a discussion about releasing Apache Maka 0.2.0 (incubating).

This would be our first Apache release. It is a source release: apache-maka-0.2.0-incubating-src.tar.gz.

Tracking issue: #2974

Please share any comments on this release plan. After the discussion, I will build the candidate from an exact commit, stage it to dist/dev, and start the podling vote.
