Version builder filter should be shared across all Resolver users, hence it makes sense to have it in Resolver (instead of 2 copies in Maven 3.10 and 4). Similarly, pull in Maven 3.10.x scope manager config changes. For Maven 4 this is not doable, as it relies on Maven 4 APIs.
