To help debugging, add the time zone to the Maven banner #11663

New feature, improvement proposal
The current banner reports, for example:

Maven home: /usr/share/apache-maven-3.9.12
Java version: 25.0.1, vendor: Eclipse Adoptium, runtime: /usr/lib/jvm/temurin-25-jdk-amd64
Default locale: en, platform encoding: UTF-8
OS name: "linux", version: "6.11.0-1018-azure", arch: "amd64", family: "unix"
It would be helpful in debugging builds, especially on remote CIs, to report the time zone, for example:

...
