[MNG-5952] Integration tests should not be language dependent

Some integration tests (e.g. MavenITmng3477DependencyResolutionErrorMessageTest) are language dependent and may fail when the system locale is not English (my default locale is de_DE.UTF-8).

Preferably, the tests should not require a particular language setting at all, or they should verify this prerequite and fail fast.

For the short term, it would help users if this prerequisite were documented in http://maven.apache.org/core-its/core-it-suite/ and maven-integration-testing/core-it-suite/pom.xml.

This is a start but not a solution because it is not enforced. The project documentation doesn't mention it too.
