Dropping the whole 'develop' section. Pretty sure it's orphaned (Prove me wrong!).

Please check out https://cwiki.apache.org/confluence/display/METRON/Website+PR+Merge for instructions on how to run the site up. There should be no visible change from the current website, because this just removes some dead sections.

If any reviewers know of anywhere else we need to adjust to reflect this, let me know and I'll update the PR.
