NETBEANS-5444 add Usage Data Tracking page linked from NB

If this goes right it should be available at:
https://netbeans.apache.org//about/usage-tracking.html
which is linked from NB from a window asking you if you agree with the usage statistics collection. (see NETBEANS-5444)

I took the content from Google cache of the original page on netbeans.org - is that ok?

in NETBEANS-5444 it was mentioned that this feature may be not working anymore
If that's true the page should't be added and the link (and the dialog window) should be removed from NB

+1 to removing from the IDE in the 12.4 timescale, assuming we're not collecting and/or would need to consider how to under ASF? I'm wondering whether this page for earlier releases should reflect the actual situation rather than what preceded it? Is that data going into a blackhole somewhere at the moment?

Closing this PR and proposing to hide the dialog with the broken link in apache/netbeans#2907
