All imports in all module-info.java show as warning

What happened

After switching from 16 to 17 all imports in all module-info.java show as warning. If "remove unused imports" on save is active, all imports get removed on save.

How to reproduce

Create (gradle?) projects with module-info.java

Gradle 7.4

This occurred in 12.6 and 13 when switching from openjdk-16 to openjdk-17.

Both the runtime NB is running on, as well as the gradle build

Attaching the IDE Log could be useful. Sometimes Gradle projects clashes on Java version detection and reverts to Java 8.
The log files would have some entries on that.
