Toolbars Git->create tag

In toolbar is absent Git->create tag.
In customize toolbars, I can not add item Git->create tag.
Please, add Git->create tag in toolbar.

Not sure if it should be enabled by default, but if it's not addable by customization then that would be good to look at.

This definitely won't be in the next release (16) - that is imminent and past feature freeze. If someone takes a look, a fix to enable adding it to the toolbar might make it into a future release.
