What happened
I ended up in a condition where the JavaFX implementation for ... module does not install any more. This affect NB 28/29/30 on Linux and Windows.
I am not sure how to systematically reproduce it because once you get into it, you are not able to revert it. I have wiped the user dir and restarted NB but the module is still not installable :(

You can reproduce it just uninstalling the module and then try to install it again
