CND - clean license header in .cc files

Updating contributed code from Oracle that contained an incorrect license header.

This commit msg is longer than usual. This is because it needs to be complete since
license changes are taking place. It serves as the tombstone for the old license header.

Several files contain an incorrect license header. The files were contributed with an
Oracle license that looks like the following or similar.

These files were confirmed to be part of the Netbeans Donation 4 & 5 from Oracle.
This was confirmed by inspecting the donated zip files to verify they contain the
files being changed. This means the files were in fact donated. Yet, the license
header changes were overlooked.

The change looks good. The license reference is not needed actually. It just needs to be established, that the code was donated by oracle and oracle was in a position to donat. The license header is pretty clear, so this change is correct.
