NIFI-8309 updating to latest Jetty

Description of PR

Enables X functionality; fixes bug NIFI-YYYY.

Tested out the upgraded jetty version, looks good to me. Tested with a NiFi cluster and was able to transmit data across the cluster with InvokeHTTP and ListenHTTP.

+1, will merge when github actions finishes.

Thanks @joewitt I'm a +1 as well. Looks like there was 1 failure in Github Actions but unrelated to the changes. +1 merged to main
